21st GST Council Meeting held on 09th September, 2017 in Hyderabad

With the series of GST Meetings, the 21th GST Council Meeting held in Hyderabad, New Delhi. The abstract of the meeting is as below:
1: The GST Cess has been increased by the GST Council on Mid Sized Cars by percent, by 5 percent for Big Cars and by 7 percent for the SUV's.
2: There shall be no change in the GST Cess rates with respect to  Small Cars, 13 Seater Vehicles and Hybrid Cars.
3: GST Rate have been reduced from 18 percent to 12 percent for the services provided to Government, a local authority or a Governmental Authority by way of construction, erection, commissioning, installation, completion, fitting out, repair, maintenance , renovation, or alteration.
4: Due to the IT challenges being faced by the Taxpayers while filing the GST Returns, Council has decided to setup a Committee to to examine the Technacalities of the same.
5: Further, the dates for filing the GST Returns have been revised as follows:
a) The due date for filing GSTR-1 for July has been extended until 10th October 2017. For taxpayers with an annual turnover of more than Rs.100 crores, the due date for filing July GSTR-1 return will be 3rd October, 2017.
b)The due date for filing July GSTR-2 return has been extended to 31st October 2017.
c) The due date for filing July GSTR-3 return has been extended to 10th November 2017.
6: The dates have been extended for the assesses who could not opt for the composition scheme, will be given an opportunity  to register under the composition scheme till 30th . September . 2017. The benefit of the composition scheme for such assesses shall be available from 1st . October . 2017.
7: Finance Minister Arun Jaitley said, “Reviewed the functioning of GSTN, which on 2-3 occasions got overloaded. These are transient challenges and glitches in technology. The Council has decided to appoint a committee to interact with GSTN for smooth transition".
8: He further added, "The liquidity issues being faced by states were transitional“IGST is preserved and as and when CGST/SGST liability arises, it will keep getting converted as tax payments. The issue has been more in the first month, and will go down gradually in second and third months".
